Don't mind me, this is where I am gonna ramble. a lot.

Riderman is the fourth character in the Kamen Rider series and is considered an anti-hero. He is also the only Rider that was not a cybernetic hybrid as the three before him, just a scientist that had the knowledge of how the Riders changed and how to build the weapons and tools that allowed for that change. He had lost his right arm from acid after he was blamed for the failure to capture Kamen Rider V3. He escaped, made himself a new arm with all sorts of handy attachments and went after the Rider in order to prove himself. But as the story progressed, he became aware that the people that raised him and that had used his talents were not the shiny beacons of strength he had thought them to be. He actually had to sacrifice his life to save the earth by jumping on a missile and directing it to exploded in outer space. He resurfaced several times after that, which can be read about here or even here. Take your pick.

BUT THAT'S THE ORIGINAL CANON RIDERMAN. This guy is the Alternate Reality Riderman. He comes from the Decade World and thus has a few things different between him and the original Riderman.

There are parallels. The original Riderman and this one served an evil organization, helping with the creation of tools used by the Riders and their organizations' troopers. They both lost their right arm after a betrayal within their organizations and they later replaced that lost arm with various attachments and mastered the technique to become a Kamen Rider themselves.

The differences are the actors playing the parts and the time constraints within the making of their respected canons and the budget. A.R. Riderman ended up not having a rider suit or much of the attachments as does the original Riderman. While the suited Riderman does appear near the end of the movie, for most of the movie he doesn't show signs of even wanting to get into the bug suit.

Only scene from the movie. This is pretty much it. They wanted to have him be featured more as part of the back story with Tsukasa but again time constraints and funding cut a lot of it down.

Of course this adds a little to him by showing some of the background implied but not ever really stated because of time constraints. Also note that he does not still wear a suit like most Riders. In fact, even the original's suit is a bit different than the rest of the Kamen Riders in that it's the only one to show part of his face. It is an implication that unlike a majority of the Kamen Riders, Joji Yuki still retains most of his humanity and is not a product of wild experimentations.
